Taiwan Scores High With Investors: Foreign investment in Taiwan hit new highs in the first half of 1989 as a stabilized currency and reduced labor militancy attracted overseas capital. The government approved foreign investment projects of $1.13 billion in the first six months of the year, a 133% rise over the $483 million approved in the same period last year. Japanese investment in Taiwan rose to $329 million from $177 million a year ago; U.S. investment hit $179 million, compared to $53 million in 1988, and European investment showed the largest gain, rising to $239 million from $45 million in 1988.
