WORLD : Soviets Welcome NATO Arms Offer

MOSCOW — The Soviet Union welcomes the NATO decision to present ideas for reduction of conventional arms ahead of schedule and will work to reach agreement within six months, a Soviet spokesman said today.
Foreign Ministry spokesman Gennady I. Gerasimov told a news conference that the Soviet Union regarded the Western alliance’s proposals as “serious and constructive and meeting our proposals half way. It would have been counterproductive to delay these proposals until September. This gives us an extra two months,” he said. “We shall do everything we can to reach these agreements within six months.”
The NATO proposals were submitted today to the 23-nation Conventional Forces in Europe talks in Vienna.
