James H. Lopeman, an executive with Golden West Refining, has been named president of Fletcher Oil & Refining Co., the Carson-based subsidiary of Pauley Petroleum Inc. He takes over many of the duties of Mark G. Newgard, who will leave his job as executive vice president of Pauley on July 31. Lopeman was previously executive vice president and chief operating officer of Golden West, which is based in Santa Fe Springs. Before that, he was executive vice president of Fletcher prior to its acquisition by Pauley in 1988.
