With little discussion, the San Diego City Council on Tuesday adopted a $956.5-million fiscal 1990 budget that increases city spending 18.4% over fiscal 1989.
Most of the increase will be devoted to capital-improvement projects, on which the council agreed to spend more than $282 million, up from $183.4 million last year. Major new projects include improvements to Balboa Park, an upgrading of the city’s aging sewer system and land purchases for two police substations.
The general fund, which includes the budget for city personnel, programs and services, will climb $24.2 million to $402 million, or 6.4% more than in fiscal 1989, which ended June 30.
More than $5.4 million of the increase will pay for 116 new police officers and a mobile police van, which were given top priority by a law-enforcement conscious council this year.
