All of Glendale was blacked out at 9:56 a.m. today when two main power lines shorted out during a test. The massive electrical outage trapped dozens of people in stalled elevators and created traffic jams at intersections that were left without street lights.

The Los Angeles Department of Water and Power was testing one of two major lines coming into the city when both lines went down in succession, said Glendale Fire Department Capt. Ron Gully.
