Bush Signs $70-Billion Debt Ceiling Increase

WASHINGTON — President Bush signed on Monday a $70-billion increase in the federal debt limit, increasing the borrowing ceiling to $2.87 trillion from $2.80 trillion.
The new debt limit will expire on Oct. 31. The debt ceiling is increased once or twice a year as the government amasses annual budget deficits.
