Fighting flared again between rival Cambodian factions along the Thai-Cambodian border before a make-or-break round of talks in Paris to settle the decade-old conflict. Residents reported hearing heavy exchanges of fire and foreign aid workers said there had been sporadic clashes over the past five days. A final round of Cambodia peace talks open next week to try to hammer out an overall settlement before Vietnam withdraws its last troops by Sept. 26. The monthlong talks have bogged down, with officials unable to resolve competing demands of the Phnom Penh government and the three-party resistance coalition headed by Prince Norodom Sihanouk.
