A federal judge rejected a bid by four television networks that they be allowed to broadcast a House subcommittee hearing featuring Samuel R. Pierce Jr. Pierce, who was secretary of the Housing and Urban Development Department for all eight years of the Ronald Reagan Administration, is scheduled to testify under subpoena today before a House Government Operations subcommittee that has been probing the HUD scandals since May. U.S. District Court Judge Joyce Hens Green of Washington rejected a temporary restraining order sought by ABC, CBS, CNN and NBC to prevent the House from enforcing a rule that allows a subpoenaed witness to request that there be no radio, television and still photography coverage of his testimony, one of Green’s clerks said.
