Mexico City Holds ‘Smog Lottery’ for Cars

MEXICO CITY — Authorities have held a drawing to limit by 20% the number of cars circulating on weekdays in the pollution-choked capital area.
Under the plan, drivers must refrain from using their cars during daylight hours on one designated day a week. Authorities hope to cut down the number of cars on the streets by 460,000.
The plan will be in effect from Nov. 20 through Feb. 28, the smoggiest time of year.
Violation of the rules will be punishable by fines of up to about $105.
