Chevron May Upgrade Plant: Chevron Corp.’s domestic oil and gas unit said it would spend about $20 million in the first phase of a proposed $1-billion upgrade of its Richmond, Calif., refinery, the company’s third largest. The $20 million will go toward preparing and submitting applications for permits, as well as toward studies of designs and costs. Chevron will hold off deciding whether to go forward with the project for at least a year. The modernization plans include making the refinery virtually energy self-sufficient.
