FESTIVAL

Michael Vargas is the newly appointed general manager of the September 1990 Los Angeles Festival. Vargas has been chairman of Long Beach’s Percent for Art Task Force, general manager of the City Theatre Company in Pittsburgh and guest curator for numerous arts institutions. He joins artistic director Peter Sellars and executive director Judith Luther on the festival’s executive staff. Meanwhile, Sellars will inform local artists and arts organizations about how they can participate in the three-week festival at a meeting Thursday at 7 p.m. at Self-Help Graphics, 3802 Brooklyn Ave., East Los Angeles.
