Nearly one-third of the nation’s homeless people are impaired by alcohol or drug dependency, and about one in five suffers severe mental illness, according to a survey of both public and private relief agencies. The survey, which estimated the overall homeless population at up to 2 million, an 18% increase since 1987, also indicated that from 28,000 to 32,000 homeless people have AIDS or related diseases. The report was issued by the Partnership for the Homeless Inc. of New York City.
