TOLL ROAD WARRIOR

The problem with private toll roads (“Toll Road Warrior,” by Paul Ciotti, Sept. 10) is not that it will cost users to drive their autos along these highways but that it will encourage greater use, and thus more congestion at the end of each trip.
Remember that cars have not one but two parking spaces: where they live and where they are going. New freeways of any kind or of either method of financing, public or private, will mean that cars must be accommodated at their points of destination, and here is where the congestion is at its worst.
The only alternative is to build a very efficient public transportation system to move people, not vehicles. This is what needs promotion.
