TRABUCO CANYON : Suit Seeks to Halt Boys Town Complex

A Trabuco Canyon resident filed suit Tuesday to stop the proposed development of Boys Town USA, a complex of five homes for troubled and needy youths.
Ray Chandos, who lives within view of the site, is seeking a court order to force the Orange County Planning Commission to set aside its Oct. 2 approval of permits that clear the way for building on part of the 76-acre parcel, which is on a ridge between Rose and Hickey canyons.
In a Superior Court lawsuit he filed without an attorney, Chandos said the project is inconsistent with parts of the Orange County General Plan and the Foothill/Trabuco plan, which seek to preserve the rural quality of the area.
Chandos also said the project could harm animals, ground-water quality and the “aesthetics” of the area.
