Bush Reluctantly OKs Treasury Funds

BLOOMFIELD, N. J. — President Bush signed legislation Friday appropriating funds for the Treasury Department but told Congress that several sections were unconstitutional.
Bush complained that a section of the bill limits his ability to require government employees in sensitive positions to sign agreements promising not to divulge classified information.
He objected also to a provision preventing the Office of Management and Budget from modifying agricultural marketing regulations advanced by the Agriculture Department.
Bush said his ability to supervise the executive branch had been hampered in both cases and that he deemed both sections unconstitutional.
“Accordingly, I direct that executive branch officials implement the provisions . . . in a manner consistent with the Constitution,” Bush said.
