Three inmates testified in court that they have been kept handcuffed and shackled in pairs since rioting and fires damaged the Camp Hill prison two weeks ago. The federal hearing stems from a class-action suit filed by the American Civil Liberties Union on behalf of the inmates and was called to determine if the treatment constituted cruel and unusual punishment. Prison authorities argued the conditions are necessary to preserve order at the prison.
