Dick Schultz, NCAA executive director, said he expects delegates at the 1990 convention to reduce spring practice in football and the number of regular-season games in basketball.

Schultz also said in a speech at the University of South Carolina he believes legislation will be proposed during the 1991 convention that will further restrict the amount of time athletes are required to spend on their sport.
