$684-Million Offer for Allegheny: Japonica Partners LP said it offered to buy Allegheny International Inc., the small appliance maker that is trying to emerge from bankruptcy proceedings, for $684 million, slightly below its earlier informal offer. The New York investor group said in a letter to the board of Pittsburgh-based Allegheny that its offer would be part of a plan to reorganize the company and help it emerge from Chapter 11.
