WORLD IN BRIEF : NICARAGUA : Peace Talks With Contras Break Off

Peace talks between the Sandinista government and the U.S.-backed Contras were suspended after the two sides were unable to agree on terms for a cease-fire. Victor Hugo Tinoco, Nicaragua’s vice foreign minister, told reporters in Washington that his government now plans to call for an emergency meeting of Central American presidents. The chief Contra negotiator, Enrique Bermudez, blamed the Sandinista negotiators, saying the rebels were willing to continue the talks. The talks began Nov. 9 and were aimed at restoring a cease-fire that President Daniel Ortega suspended eight days earlier after alleging that the rebels had engaged in terrorist activities.
