Appointed Keith E. McKean of La Mirada to the Orange County Transportation Commission. A Republican, McKean, 64, replaces Donald L. Watson of Sacramento, who resigned. He currently is a Caltrans district director. Commission members are paid necessary expenses. The job does not require Senate confirmation.
Appointed Jacob Margosian of Sacramento to the Workers’ Compensation Appeals Board. A Republican, Margosian, 63, replaces Marilyn Murata of San Francisco, whose term expired. He currently is an assistant director in the Department of Rehabilitation. The job pays $88,056 annually and requires Senate confirmation.
Will accept 1 million “drug-free” pledges from elementary school children across California in the Ronald Reagan Cabinet Room today.

Floor Action:
Rules Committee: Voted 74-0 for Assemblyman Jerry Eaves (D-Rialto) to fill a Rules Committee vacancy caused by the election to the Senate of former Assemblywoman Lucy Killea (D-San Diego). Killea replaces Sen. Larry Stirling (R-San Diego), who was appointed to a Municipal Court judgeship by Gov. George Deukmejian.
Campaign Contributions: Denied on a 2-60 vote concurrence in Senate amendments to a bill (AB 453) by Assemblyman Steve Peace (D-Chula Vista) to allow legislators to use campaign contributions for legal defense court case fees. The action sends the measure to a two-house conference committee to try to work out a compromise.
Bill Introductions:
Rapid Transit: AB 2541 by Assemblyman Richard Polanco (D-Los Angeles) would create a new Southern California Regional Rapid Transit District and clarify the scope of activities of the RTD and the Los Angeles County Transportation Commission.
Air Pollution: AB 2549 by Assemblywoman Lucille Roybal-Allard (D-Los Angeles) would require local air pollution control officers and the Department of Health Services to deny permits to applicants with a history of repeated air pollution control law violations.
Crane Operators: AB 2537 by Assemblyman John Burton (D-San Francisco) would set up a new state crane operators’ licensing board in the wake of a recent San Francisco crane collapse that killed five people.
Vehicle Fees: AB 2545 by Assemblyman Richard Katz (D-Sylmar) would extend an added $1 vehicle registration fee to Jan. 1, 1993, to help finance California Highway Patrol operations. The fee is currently scheduled to expire on June 1, 1991.

Bill Introductions:
Illegal Aliens: SB 1745 by Sen. John Seymour (R-Anaheim) would order the deportation of illegal aliens convicted of felony crimes in California after they have completed their prison sentences.
Family Planning: SB 1726 by Sen. Diane Watson (D-Los Angeles) would require that all persons eligible for family planning services have the right to receive those services, regardless of the source of funding.
Higher Education: SCR 74 by Sen. Gary K. Hart (D-Santa Barbara) would establish a joint committee on the expansion of the California higher educational system to hold public hearings and develop legislative recommendations.
