BIG BUCKS: Arnold O. Beckman’s deep pockets foundation, which is giving $6.2 million to the UC Irvine laser institute that bears his name (B7), operates on a vest pocket budget. . . . The $200-million foundation told the IRS in 1988 it gave away $47 million, mostly to scientific and medical projects, with no full-time staff and a payroll under $10,000.
