WORLD IN BRIEF : PANAMA : Anti-Drug Efforts Certified by Bush

President Bush told Congress that Panama is now cooperating in international anti-drug efforts as Vice President Dan Quayle headed for meetings with Latin leaders to soothe anger at the U.S. invasion. Bush sent the certification to Congress, requesting the lawmakers to concur in a resolution that would enable Panama to receive benefits that have been withheld as part of U.S. economic sanctions imposed during the regime of Gen. Manuel A. Noriega. Quayle left for Honduras, where he will represent the United States at President-elect Rafael L. Callejas’ inauguration today. He will meet with Callejas and also with the heads of five other governments of the region due to attend the ceremonies.
