Striking black railway workers and management reached a tentative settlement in a 12-week-old strike that left more than 30 people dead and caused millions of dollars in damage. Mediator Charles Nupen said the agreement will be signed today. Under the agreement, the state-controlled South African Transport Services will recognize the union and reinstate the 22,000 workers dismissed during the strike. But the workers failed to win the sizable wage increase they sought when they walked out Nov. 2.
