The Times, They Are A-Changin’: Bob Dylan, the maverick rock star whose songs of social protest made him a symbol of the turbulent 1960s, is now getting a warm reception from the highest reaches of France’s intellectual establishment. The Culture Ministry announced Monday that Dylan, 48, will be named a commander of the Order of Arts and Letters, one of France’s highest honors. A ministry spokesman said Dylan will receive the award Tuesday from Culture Minister Jack Lang. Dylan is giving four concerts in Paris.
