Richard K. Van Allen has been appointed president and chief executive of Pacific Bell Directory, San Francisco, a subsidiary of Pacific Bell. Van Allen, 55, succeeds John R. Gaulding, who resigned to form his own management consultant firm. Van Allen previously was president of Pacific Telesis Group.
