Newcomb Development’s $30-million project will be the first to combine commercial and residential uses on the Newport Beach waterfront. The 28th Street Marina will include 35 condominiums, 22,000 square feet of commercial and retail space, underground parking spaces and 21 private boat docks for lease. Grading has begun on the two-acre site, and completion of the complex is expected in early 1991. Offices and shops will occupy the ground floor, with residences on the second and third floors. Among the other features are a bayfront promenade and a courtyard in the center of the site.
