WORLD : El Salvador Foes Agree to Talks

GENEVA — El Salvador took a major step toward peace today when the right-wing government of President Alfredo Cristiani and leftist guerrillas agreed to U.N.-sponsored talks.
The two sides signed a seven-point document providing for a cease fire, moves toward full democracy, respect for human rights and the legalization of the guerrillas as a political party.
Chief guerrilla negotiator Shafik Handel said, however, that a truce in fighting that has killed about 75,000 people in the past 10 years would not be immediate and would depend on progress in the talks.
