Rezoning Approval Tied to Graffiti Cleanup

Los Angeles County supervisors voted 3-2 this week to require property owners in unincorporated territory to remove graffiti as a condition for receiving a zoning change.
Supervisor Pete Schabarum, joined by Supervisor Kenneth Hahn in opposing the measure, questioned how the understaffed Planning Department would be able to enforce the requirement when it has been unable to enforce more serious zoning violations.
“Who’s kidding who?” Schabarum said to Supervisor Mike Antonovich, who proposed the measure.
