ADVANTAGES: When John Wayne Airport’s new terminal opens this fall, some concessions will be run by what the feds call “disadvantaged” business people--minorities or women. . . . That requirement caused a storm in Los Angeles, where the City Council alleges concession contracts went to businesses with only figurehead minorities. . . . But in Orange County, “we created new programs and new contract language to make sure there would be no problem,” said an airport spokeswoman. . . . Apparently it worked. Two weeks ago, the Federal Aviation Administration formally commended the airport here for its program.
