Lord Ponsonby of Shulbrede, 59, chief opposition whip in Britain’s House of Lords. Thomas Arthur Ponsonby, the son of a baron, began his political career in 1964, winning a variety of local offices. He succeeded his father in 1976, becoming the Third Baron Ponsonby of Shulbrede and taking his place in Parliament. In London on Wednesday of an undisclosed cause after a long hospitalization.
