Lowenstein’s article was merely a rationale of Assembly Speaker Brown’s well-financed “con job” complete with misleading celebrity TV spots. Brown has never overestimated the intelligence of the voting public.
The name of the game is power and the Democrats and their allied special interests wish to maintain their margin of 54% of the Legislature seats with 48% of the vote.
One-man, one-vote is an ideal demanded only of South Africa, not in California.
