Government Sting Used Against Washington’s Mayor Barry

The sadness of the Barry affair is that such an elaborate sting was needed against someone who for years (according to recent testimony) has been flouting the law.
The majority of drug users are white middle-class people. It’s well documented that only 10-20% of persons using a particular drug will become addicted. Surely, if the liquor industry in this country relied on alcoholics for its profits, it would have gone broke long ago.
If the government has to spend as much time and money as it did on Barry to bring each law-breaking drug user to justice, then this drug war can never be won.
