NAME CONTROL: Orange County’s congressmen may have been too efficient this time. . . . The delegation succeeded in writing into pending legislation a plan to rename the Prado Dam in Riverside County for Fullerton’s George Osborne--retired chief engineer of the Orange County’s flood control district. But the delegation failed to consult Riverside’s Rep. George Brown, so the name change is likely to be killed today in subcommittee. “It was a case of the process going faster than the protocol,” says Jim McConnell, the county’s Washington lobbyist.
