House Erases Rule Calling for July 31 Adjournment

WASHINGTON — The House moved Friday to wipe an anachronism off its rule book, kicking out a provision requiring Congress to adjourn by July 31 every year unless the nation is at war. The rule, which has been ignored for years, also faces a Senate vote.
