* Robert K. Foote was named chief financial officer of H & H Tool Co., a Santa Paula-based renter of equipment to the energy industry. Foote succeeds Zella A. Rushing, who remains H & H’s chairman.
Foote, 45, most recently was H & H Tool’s vice president of finance. He joined the company as corporate controller in 1980, and earlier was a staff auditor at the accounting firm of Price Waterhouse.
