Health Department Official Says She Will Leave Post

WASHINGTON — Kay C. James is leaving her position as the chief spokeswoman for the Health and Human Services Department, she has announced. James, 42, will become chief operating officer of the One to One Foundation, which organizes programs that provide role models and mentors to troubled youths.
