Following is a list of the six most severe air pollution penalties assessed by the South Coast Air Quality Management District in August.

Company: Hitachi Consumer Products of America, 901 E. South St., Anaheim

Penalty: $70,000 Violation: Failure to submit approvable trip-reduction plan under AQMD’s Regulation XV. Was issued three notices of violation for submitting its plan 240 days past the deadline. In addition to the $70,000 penalty, Hitachi agreed to include $30,000 in added incentives to its trip-reduction plan. (manufactures consumer electronic products)

Company: Southern California Carton James River Corp., 7340 Lampson Ave., Garden Grove

Penalty: $40,000 Violation: Exceeding permit limits for hydrocarbon emissions between June, 1987, and July, 1988 (made-to-order paperboard cartons)

Company: Kyowa American Corp., 385 Clinton St., Costa Mesa

Penalty: $1,000 Violation: Failure to store rags contaminated with volatile organic compounds in a closed container in February, 1990 (manufactures plastic moldings)

Company: Southern California Edison, 7300 Fenwick Lane, Westminster

Penalty: $1,000 Violation: Excessive hydrocarbon emissions from spray equipment in May, 1990 (power plant)

Company: CR & R Inc., 11292 Western Ave., Stanton

Penalty: $700 Violation: Failure to keep records of paint usage in spray booths in June, 1990 (manufactures metal storage containers and trash bins)
