Learnfare, an experimental program linking relief payments to teen-agers’ school attendance, was resumed after a judge lifted an order suspending it because of unfair penalties. U.S. District Judge Terence Evans suspended the program in Milwaukee County for the summer, then lifted the order after state and Milwaukee school officials reached agreement on how attendance records would be kept.
