Threat to Fox Won’t Stop Building Project

TRACY, Calif. — Safeway Inc. will go ahead with construction of a giant regional warehouse, despite a warning from the federal government that the project could threaten the endangered San Joaquin kit fox, a company spokesman said Tuesday.
Grading has started on a 171-acre site in Tracy for the 1.6-million-square-foot distribution center that would employ up to 1,200 people. But the U.S. Fish and Wildlife Service says the project may need a special permit to build on the land, home to the endangered kit fox--a small, fuzzy animal that weighs between three and five pounds.
