Rationing People, Raising Water Bills

I just received a copy of the emergency water conservation plan for the city of Los Angeles. Written right in here is that all customers will be charged a conservation surcharge to offset temporary revenue losses.
Even though we have cut back and we will cut back further, we will be charged as much--if not more--than we were paying before, for less water and less service.
The city won’t have to buy as much water and, of course, this surcharge will never decrease.
The city must think we are idiots.
