Prime Minister John Major reportedly is poised for a major political U-turn by approving drastic changes in the hated poll tax--a levy on every adult that replaced the property tax. The tax was adopted under Major’s predecessor, Margaret Thatcher. Political sources said the Conservative government, facing unpopularity in the polls, has nearly ended a review of the poll tax. One option reportedly would be to return to a modified form of property taxation.
