LUXEMBOURG : An EC Defense Arm?

Foreign ministers of the 12 European Community nations will meet again in Luxembourg today to try to straighten out some of the many curves in the road to setting a common, unified foreign and security policy for Western Europe.
Europe’s drive to play a major role on the world stage suffered when EC nations could not agree on a policy during the Persian Gulf crisis that was both common and forceful.
On the Luxembourg agenda will be a possible link with the Western European Union, which includes nine of the 12 EC members and makes security policy. Any final decisions must await a scheduled April 8 summit meeting of the 12 EC heads of government.
