The Angolan government and U.S.-backed rebels are close to agreeing to a cease-fire in their 16-year civil war, Western officials at peace talks in Estoril, Portugal, said. Portuguese newspapers reported that agreement hinges on both sides accepting a proposal that Angola hold its first free elections next year. The timing of the election has reportedly been a sticking point, with the government seeking a three-year grace period and the rebels insisting that the vote be held one year after the cease-fire is in place.
