Financially strapped city of Covina to tax property owners for road tax. You may protest in writing only if you are a registered voter. Does this mean only registered voters will be taxed? No! If you are a property owner, you will pay! Is this fair or legal?

These same financially strapped city officials gave themselves a 10% raise. City Manager John R. Thomson will make $95,604 (Times, March 10), plus fringe benefits in 1991. This is the same person who suggested the proposal to tax property owners for road work “because Covina doesn’t have enough money now to do many of the repairs that must be done.”
If the city is “financially strapped,” where did the money for these salary increases come from?
