West Covina : Drive-Through Law Revision

The City Council on Monday withdrew an ordinance banning drive-through businesses in areas zoned neighborhood-commercial, and sent it back to the Planning Commission for revision.
On April 22, the council voted 3 to 2 to approve the ban on drive-through businesses abutting residential areas and imposed restrictions on construction of drive-throughs in other commercial zones.
The Planning Department staff urged the council Monday to reconsider the matter because of two drive-through plans that have already been approved.
The council voted 3 to 2, with members Nancy Manners and Brad McFadden opposed, to let the Planning Commission conduct further studies on noise, traffic and odor problems.
