WINDFALL: Most business executives get paid based on what they do in a system called pay-for-performance (D7), but some have deals that can line their pockets for doing nothing. . . . Take the case of Milan Panic, chairman of ICN Pharmaceuticals in Costa Mesa, which has lost more than $100 million in two years. He gets five years’ pay if he is fired or quits within two years of a change in control at the company. He would have been paid more than $2.5 million had his golden parachute opened in 1990.
