THIRSTY-SOMETHING: Following the lead of 12 local cities, the county is making it a crime to serve water to restaurant patrons unless they ask first. . . . Under a law approved Tuesday, offenders face 60 days in jail, though it’s unlikely such a penalty would be meted out. . . . Supervisor Don R.
