FCC to Examine TV Rules: The Federal Communications Commission took the first steps toward a broad examination of its rules that govern television broadcasting, including who can own stations. The five-member panel voted unanimously to seek public comments on the changing environment in which television exists. It said its inquiry was prompted by concerns that the commission’s policies might no longer reflect the industry’s current circumstances. The inquiry will also focus on such areas as increased competition that over-the-air TV is facing from cable.
