RELIEF BRIEF: Next Monday, Costa Mesa homeowners, in a long-running dispute with the Pacific Amphitheatre, will be filing their opening brief asking for permanent sound controls. They’re challenging a loosening of noise limits granted by a judge in 1990. . . . Last week, a Superior Court judge told another group of homeowners seeking monetary damages against the amphitheater’s operators that they can file a class-action suit.
