BEACH STOP: Get ready to hit the brakes on Beach Boulevard. Starting today, the bustling, six-lane thoroughfare narrows to just two lanes through Stanton as a new storm drain is built. . . . Traffic jams may be enormous, but the six-week project between Cerritos and Katella avenues should produce a rosy outcome. . . . It will eliminate flooding that has plagued the stretch in recent winters and help turn the boulevard into Orange County’s first “super-street,” with improved traffic signals, bus turnouts and two extra lanes.
